Lung <br /> Division Director <br />Denver, CO 80203 <br />Re: Coal Ridge No. 1 Mine (Pernrit No. C-1984-065) <br />Technical Revision Application No. 18 (TR-18) <br />Runoff Demonstration <br />Dear Mr. Green: <br />The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, <br />Paragraph 4, of the Colorado Revised Statutes, that on April 4, 2001, an application to revise coal mining <br />operations at the Coal Ridge No. 1 Mine was considered complete for the purposes of filing. The revision was <br />submitted by NCIG Financial. Inc. All review and comment periods as provided in the Act and the Regulations <br />initiate from this date of filing. <br />This proposed technical revision (revision) includes a demonstration that untreated drainage from reclaimed areas <br />contributes suspended solids off site less than or equal to premining levels. <br />The underground coal mining operation is on land located approximately 7 miles west of Glenwood Springs, <br />Colorado. The permit area is further described as follows: <br />T6S, R9l W; Portions of Sections 1 and 12 <br />T6S, R90W; Portions of Sections 5, 6, 7, 8, 9, 15 and 16 <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle maps of Storm King Mountain <br />and New Castle <br />The proposed technical revision would not incorporate additional lartds into the permit area or otherwise alter <br />previously approved permit conditions or mitigation measures. Therefore, pertinent portions of the application, <br />including a mine plan map, are not enclosed. However, in accordance with [he May 1991 Memorandum of <br />Understanding (MOU) between our agencies, we must have your concurrence in order to approve this proposal. <br />We are required to make a fmdi¢g that "the proposed operations will not adversely affect any publicly owned park <br />or place listed on or [hose places eligible for listing, as determined by the SHPO, on the National Register of <br />Historic Places, unless approved jointly by the Board and the Federal, State, or local agency with jurisdiction over <br />the park or place." We request that you submit comments regarding your concurrence with, concerns with, or <br />objections to this proposal. In order that we may comply with regulatory time frames, we request that comments <br />be submi«ed within fifteen (I S) days of this letter. Please refer to the MOU when undertaking your review. <br />
