Long, Division Director The Division of Minerals and Geology has completed its review of the sedimentology demonstrations submitted by Enron Corporation in regard to the Phase II bond release request at the Meeker Mines. A copy of the DMG letter to the operator is enclosed. This information regards materials the operator agreed to submit following a meeting between the operator, DMG and OSM/AFO in June, 1993 and as outlined in the Meeker Mine permit. The data submitted by the operator indicates that suspended solid contributions from the reclaimed portion of the Meeker Mine are significantly less than contributions from adjacent undisturbed areas. The Division's analysis of the same survey data using the GSM/ISM software in TIPS also shows the contributions are significantly below the adjacent lands contributions. Based upon this data, the Division finds that the operator has met the requirements of Rule 3.03.1(3)(b) regarding suspended solid contributions to offsite runoff in regard to Phase II bond release. Based on this finding and, earlier findings that the vegetative cover of the reestablished vegetation on the mine site is at least 90~ of the success standard, with a 90$ confidence level, the Division proposes to approve the bond release request. The suspended solids information enclosed with this letter, the suspended solids information forwarded to AFO with our January l0, 1994 letter, and the information forwarded to AFO with our September 10, 1993 letter should address all of the concerns previously raised by AFO in regard to this bond release request. In the interest of pursuing a timely resolution to this matter, we would request that the suspended solids information be forwarded to the OSM Western Support Center for their technical review, if this has not already been done.
