Long, <br />Division Director <br />The Division of Minerals and Geology has completed its review of <br />the sedimentology demonstrations submitted by Enron Corporation in <br />regard to the Phase II bond release request at the Meeker Mines. <br />A copy of the DMG letter to the operator is enclosed. This <br />information regards materials the operator agreed to submit <br />following a meeting between the operator, DMG and OSM/AFO in June, <br />1993 and as outlined in the Meeker Mine permit. <br />The data submitted by the operator indicates that suspended solid <br />contributions from the reclaimed portion of the Meeker Mine are <br />significantly less than contributions from adjacent undisturbed <br />areas. The Division's analysis of the same survey data using the <br />GSM/ISM software in TIPS also shows the contributions are <br />significantly below the adjacent lands contributions. Based upon <br />this data, the Division finds that the operator has met the <br />requirements of Rule 3.03.1(3)(b) regarding suspended solid <br />contributions to offsite runoff in regard to Phase II bond release. <br />Based on this finding and, earlier findings that the vegetative <br />cover of the reestablished vegetation on the mine site is at least <br />90~ of the success standard, with a 90$ confidence level, the <br />Division proposes to approve the bond release request. <br />The suspended solids information enclosed with this letter, the <br />suspended solids information forwarded to AFO with our January l0, <br />1994 letter, and the information forwarded to AFO with our <br />September 10, 1993 letter should address all of the concerns <br />previously raised by AFO in regard to this bond release request. <br />In the interest of pursuing a timely resolution to this matter, we <br />would request that the suspended solids information be forwarded to <br />the OSM Western Support Center for their technical review, if this <br />has not already been done. <br />
