During the field inspection of the Bowie No. 2 Mine on February 7, 2007, BRL and Division
personnel met with Bureau of Reclamation (BOR) representatives concerning TR-45. According
to BOR, BRL needs to obtain a permit for the overhead conveyor since a portion of the conveyor
goes over the Fire Mountain Canal. Please provide a copy of the BOR permit for TR-45.
28. Please update the Probable Hydrologic Consequences (PHC) section of the permit application to
include a discussion of the effects of the gob pile no. 3 area on the hydrologic regime.
The Division has no further concerns. [n the April 4, 2007 submittal, BRL provided renumbered
revised pages 2.05-74, 75, 75i and 75ii to show that leachate from the mine site will have a
negligible impact on the North Fork of the Gunnison River. Page 2.05-61 was also revised in the
April 4, 2007 submittal to update the PHC with the measures to be taken to protect the Fire
Mountain Canal.
Section 2.10, Mans and Plans
29. As required in Rule 2.10.1(3), please add the permit boundary line designation to the map and in
the legend for Map 21-1 and Map 21-3.
The Division has no further concems. Maps 21-I and 21-3 were revised in the January 3, 2007
submittal.
30. Please add the sediment fence/trap designations to the map and in the legend for Map 21-1 and
Map 21-3.
The Division has no further concems. Maps 21-1 and 21-3 were revised in the January 3, 2007
submittal. As a note, the sediment fence/trap designations are meant for those situations where the
fence/trap is part of the hydrology designs. The proposed topsoil stockpile will need a temporary
fence/trap at the notch in the surrounding berm until the pile is vegetated enough to keep the
topsoil from leaving the stockpile site. This particular fence/trap does not need to be shown on a
map since it is not part of the design.
31. On Map 20, Map 21-3 and Figure 1 of Volume XI, there is a short ditch located between ditches
D-J3 and D-JS and which flows into culvert C-JI. This ditch is not labeled. Please revise Map 2Q
Map 21-3 and Figure l of Volume XI accordingly.
The Division has no further concems. Map 20, Map 21-3 and Figure t were revised in the April 4,
2007 submittal.
32. On Map 20 and Map 21-/, there are two red lines that are located near Pond K One red line
depicts the half culvert that brings water from culvert C-K2 into Pand K What does the other red
line depict? For the sake of clarity, please add descriptive labels to these two red lines on Map 20
and Map 21-1.
The Division has no further concerns. Maps 20 and 21-1 were revised in the January 3, 2007
submittal.
