BANTA, Dlreetor <br />DATE: October 10, 1989 <br />T0: Bill Crick <br />FROM: Tony Waldron-CW <br />RE: Eastside Coal Company <br />This memo is written in response to your request to review the materials <br />submitted by Eastside Coal Company as Dart of their adequacy response for <br />permit renewal. The area of concern is the Topsoil Redistribution <br />(2.05.4(2)(d). In the adequacy letter the operator was asked to justify <br />the use of a 20Z swell factor for topsoil which is to be stripped. The <br />,, operator's response was to cite The Caterpillar Performance Handbook <br />.a'~=-..,~;..:::-(editionl.4) which shows that soi . cou po ntla y swe as muc as 30$, . <br />,~<~-.: °~t-This..isslie was then taken up with Tom Gillis who relayed information which <br />~}~ -- n.•_ indicated that in practice this did not occur. Ne indicated that upon initial <br />~,,,_ stripping some swelling might occur but upon stockpiling or redistributing <br />•~ the soil it would settle to approximate original volumes in a relatively short <br />-- time. Therefore, based on this information, it is my opinion that we could <br />accept a swell factor between 0-10$. <br />In conjunction with this response, the operator submitted two replacement <br />pages (108 and 109) for the permit application. These pages seemed to <br />confuse the issue more than to provide clarification. Therefore, I suggest <br />that the operator review the narrative to clarify this section. In doing so <br />they should provide clear distinction between the three areas where topsoil <br />activity is occurring (1. Refuse disposal, 2. New office site, 3. Current <br />facilities location). They should clarify how much topsoil will be stripped <br />in each area (includes swell factor) and how much will be replaced in each <br />area. It would be helpful if a table were provided which showed distinctly <br />in each of the three areas: volume of topsoil to be stripped, volume to be <br />stockpiled, and volume and depth of replacement. <br />With adequate response to those issues, I will have no further adequacy <br />issues, If you have any questions, please see me. <br />/en <br />0264E <br />215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203.2273 Tel.
