MOUNTAIN COAL
~=~`° ~ COMPANYL.L.C.
A Subsidiary of Arch Western Resources. LLC
August 19, 1999
Mr. Jim Burnell
Colorado Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, CO 80203
Q'N15i0n 01 Minerals 8 Geology
RECEIVED
AUG 23 1999
RE: Minor Revision No. 263 (New Structures at the TLO); West Elk Mioe;
Permit No. C-80-007
III IIIIIIIIIIIII III
West Elk Mine
P O Box 591
5174 Highway 133
Somerset, CO 81434
(970)929-5015
Far (970) 929-5595
Mountain Coal Company, L.L.C. (MCC) submits the enclosed minor revision application to
replace the 3,000 gallon tank that stores diethylene glycol at the train loadout site with a 15,000
gallon tank, to construct a concrete pad under the tanks, and to construct aclean-up concrete
bunker. Please find enclosed an application form, a diagram of the concrete clean-up bunker,
and a revised permit page that reflects the installation of these new structures.
The larger tank will be double-walled, to provide aself-contained secondary containment, and
constructed of polyethylene. The tank will be 12'-3" in diameter and the overall height will be
19'-5". The 9,800-gallon tank will remain. The installation of the lazger tank will require less
frequent fill-ups, which will minimize the potential for a spill from a large tanker truck that is
required to access this very congested area to fill the tank. A reinforced concrete pad will be
poured for the two tanks. The pad will be a 6-inch slab on grade that is 14' x 28'.
MCC also plans to construct a concrete clean-up bunker in the location of the old MB-4 sediment
pond. The clean-up bunker will be utilized to make the cleaning up of spilled coal, which
occassionaly occurs during the loading process, more efficient. A loader will push the coal into
the bunker and then will be loaded out in a truck to be hauled over to the main mine site. A
diagram of the clean-up bunker has been included. The dimensions of the bunker are:
Slab 20' x 18' (8" thick)
25' x 14' (8" thick)
(1/2) 4' x 25' (8" thick)
Walls 3' x 25' (8" thick)
6' x 38' (8" thick)
The total amount of concrete for the bunker is 26 CY.
Please call if you have any questions.
