Cattany <br />Division Director <br />RE: Bond Release Objection Natural Resource Trustee <br />Bond Release No. 2 (SL-02) <br />Lorencito Canyon Mine, #C-96-084 <br />Dear Mr. Duran; <br />The Division of Reclamation, Mining, and Safety received your bond release objection on <br />September 19, 2007 for the Lorencito Canyon Bond Release No. 2 (SL-02). <br />This bond release application requests release of liability for lands approved for apost-mining <br />industrial land use. These areas are the coal loadout area, the former office area, and the <br />access and haul road ending at the disturbed area along the north ridge of Jeff Canyon. Bond <br />in excess of $950,000.00 will remain should this bond release request be approved. <br />Regarding your potential blast damage, the Coal Rules require that blast records be maintained <br />for inspection by the Division and the public for three years from the date of the blast. The last <br />blasting at the Lorencito Mine occurred in June 2002. During the time Lorencito was blasting, <br />ail measurements and calculations done by Lorencito Coal Company and the Division <br />demonstrated the mine was in compliance with the allowable limits for peak particle velocity <br />regarding structures within one-half mile of the permit area. No post-blasting inspection is <br />required under the Rules.
