Topsoil Harry-just plug this seotion right into the topsoil <br />Beotion of the findings doaument. <br />Topsoil and subsoil was replaced on the regraded test pit <br />between July to November 1989. Topsoil and subsoil was <br />redistributed over the regraded sediment control system <br />between January through February 1992. All available subsoil <br />was replaced to an approximate thickness of 33 inches. <br />Topsoil was re-applied over the subsoil at an average depth of <br />15 inches. The operator verified the topsoil depth on March <br />18, 1993. Twenty-five holes were dug with a mean depth of 14.3 <br />inches of topsoil, with a standard deviation of 2.03. The <br />Division confirmed the topsoil thickness during an on-site <br />inspection on March 27, 1993. The permittee is in compliance <br />with Rule 4,06.4. <br />XI. Revegetation Harry-you can just plug this portion of the <br />findings into your findings document. . <br />Vegetation information may be found in permit section <br />2.05, exhibit 4, and exhibit 7. The reclaimed test pit <br />area was seeded to a grassland seedmix, permit Table 16, <br />in November 1989. The regraded sediment control system <br />was seeded in February 1992. Inter-seeding of warm <br />season grasses and woody species was conducted in 1993. <br />The seedmix reflected a mix of cool-season grasses, warm- <br />season grasses, leguminous forb species, a shrub and a <br />sub-shrub species. Introduced species were approved for <br />inclusion in the seedmix. The proportion of the <br />introduced species in the seedmix was not considered to <br />be overly competitive, nor were any of the. introduced <br />species considered poisonous or noxious. (Rule <br />4.15.2(3)). Interestingly, Crested wheatgrass, Agropyron <br />cristata, was not included in the approved seedmix, yet <br />it is readily apparent throughout the reclaimed mine <br />site. <br />Straw mulch, at the rate of two tons per acre was applied <br />to the surface, as a means to meet soil stabilization <br />requirements (4.15.4). <br />The permittee proposes to measure herbaceous cover and <br />production and species diversity as outlined in permit <br />section 2.04.10, exhibit 4, and 2.05.4. Vegetative cover <br />on the reclaimed area will be compared to vegetative <br />cover sampled in the grassland reference area. Only the <br />grassland community was disturbed during the mining <br />operation, so only the grassland reference area will be <br />used for comparison. The Division proposes to approve of <br />these techniques (4.15.7(1)). Vegetative cover will be <br />considered successful when vegetative cover on the <br />reclaimed area is equal to or greater than 90$ of the <br />
