Lochhead
6ecmive Director
mic hael B. Long
Diri~ion Duetlor
1 (CN-001 I Adequacy Review
The Division has conducted a preliminary adequacy review of your application for conversion of the
Mineral County Gravel pit to a 1 1 2 operation. The Application proposes to incorporate the Colorado
Department of Transportation's (CDOT) U. S. Forest Service Pit, Permit No. M-81-150, into the
boundaries this operation.
Concerns identified during the review are indicated below. Please respond to these items as soon as
possible, so we can proceed with a decision by the extended decision date of May 23, 1 997.
MINING PLAN
The requirement to supply a figure for the maximum area to be worked at any one time is meant
to inquire about the maximum disturbance at any one time. This figure should probably indicate
the extent of disturbed area, at this time, within the new proposed permit boundary, that has
not been reclaimed. The plan may indicate a proposed smaller size of disturbed area as the
operation progresses into new quadrants with reclamation of mined out areas taking place
concurrently. The area to be worked at any one time must include the .processing areas,
stockpiles, excavation areas and any disturbed support areas such as parking or storage lots.
2. Item H, under Rule 6.4.4 in the application, states that reject material fines may be hauled off
for non-road surface fill. Due to the lack of adequate amounts of growth medium at this site,
the reject fines, if appropriate for use as a growth medium, should be stockpiled for future use
in reclamation. Please commit to salvaging this material for reclamation use.
3. Please indicate a maximum depth to which excavation will progress.
4. Please indicate, on a mining plan map, the proposed stockpile areas for product and for topsoil
(growth medium), for each phase of the operation.
RECLAMATION PLAN
1 . Please indicate if Mineral County agrees to use the Soil Conservation Service recommendations,
supplied in 1 984 and with this conversion application, for reclamation of the proposed permit
