Long <br />Division Director <br />The Division of Minerals and Geology (Division) has completed a review of the report titled <br />"Hydrogeologic and Geochemical Assessment of Holnam, Inc.'s Proposed Cemern Kiln Dust <br />Disposal Site, LaPorte, Colorado" This report was provided by Holnam on December 11, <br />1998 as an addendum to technical revision TR-03. The following issues remain to be <br />addressed for the Division to approve the technical revision allowing the continuini3 disposal <br />of cement kiln dust (CKD) into the played out quarries pits at the Boettcher Quarry. In order <br />for Holnam to address several of the following issues, additional descriptive information, <br />maps, sketches, and cross-sections must be provided. Certain other of the following issues <br />will require submittal of plans for implementation of the requirements listed under the <br />numbered heading. <br />1. Complete Description of the CKD Disposal Plan and Facilities <br />Holnam must provide a more complete description of the CKD management plan that is <br />proposed for implementation. Specifically, please provide estimates of the volume of CKD <br />that has been placed into the quarry up to this point and of the storage volume a~railable in <br />the new disposal area under consideration through this technical revision and correlate with <br />anticipated rates of CKD generation. Also provide a description of any sequencing of <br />disposal into individual cells within the proposed disposal area and describe the mechanics <br />of loading, hauling, and disposal of the CKD. Provide topographic maps meeting the criteria <br />of Construction Materials Rule 6.2.1(2) illustrating the existing and proposed CKCI disposal <br />areas and the name and location of any creeks, roads, buildings, ditches, ponds, etc. in the <br />immediate vicinity of the disposal areas. The map must also accurately depict the I~~cation of <br />the monitoring wells that have been installed. Please note that the map scale on Figure 2 in <br />the "Hydrogeologic and Geochemical Assessment' is inaccurate. Cross-sections of the <br />proposed disposal area illustrating its approximate shape, width, and depth, location of the <br />water surface, location of access roads and level to which the quarry will be backfilled with <br />CKD must be provided.
