MANAGEMENT <br />NCIG Financial, Inc., is the successor in interest to New Castle Energy Corporation's <br />responsibilities under Division of Minerals and Geology, Permit No. C-84-065. NCIG <br />Financial, Inc., commenced reclamation of the mine site in early May 1994 and demolition, <br />portal sealing, backfilling, grading and seeding was complete by the end of August 1994. <br />One.provision of ihe.Division of_Minerals and Geology's Rules is that the mine must he <br />bonded (or the estimated reclamation cost. The Division of Minerals and Geology <br />released a portion of NCIG's bond in 1995 after backfilling and grading of the site was <br />complete. Now that the vegetation has been established, NCIG Financial, Inc., has <br />formerly requested a Phase II bond release from the Division of Minerals and Geology. <br />NCIG Financial, Inc., has a bond liability of $126,006 and has requested that up to $ <br />82,806 of that amount be released. In accordance with the Division's Rule 3.03.2(1), <br />NCIG Financial, Inc., is required to send written notice of ils partial bond release request to <br />adjacent land owners, surface owners and various local governing bodies. <br />The area for which partial bond release is being requested is at the Coal Ridge No. 1 Mine <br />which is located approximately 3 miles east of New Castle, south of the Colorado River in <br />the Grand Hogback region in Garfield County. The reclaimed mine site is located south of <br />the right-of-way of county road 335 in the NW ~/. and the WYzNEY. of Section 6, Township <br />6 South Range 90 West, 6'" P. M. A vegetation study was performed during October 2000. <br />The study demonstrated that vegetation at the Coal Ridge No. 1 Mine has flourished since <br />1994. Restoration of the essential hydrologic function of the Alluvial Valley Floor has been <br />accomplished by restoring flood irrigation to the irrigated hayland portion of the reclaimed <br />area.
