On October 31, 2005, Mountain Coal. Company (Tv1CC) submitted aproposal to <br />drill on the GNIIJQ Nation&1 forest, Paonia Ranger District.'The purpose of and zteod for <br />drilling to is to mitigate recent. elevated carbon monoxide lcvcls within the underground <br />mine before health and hwx,att safety concerns ate compromised. The proposal to drill <br />lies on coal lease COC-56447, and is located is Township 13 S, Range 90 west, b°i <br />principal zaeridian, soutkzwest'/, of the sauthwcst '/< of section 23 in Gunnison County, <br />Colorado, and is shown on the attached map. Specifically, tlic area proposed for drilling <br />is located on the now reclaimed explozatioa pad 96-23-L. The surface is National Forest <br />System lands administered by the Grand 1Vlesa, Uncompahgre, and Gunnison National <br />Faxest, Paonia Ranger District. <br />Tlie )ands currently proposed for a welt pad and drilling lie witbi.zt the project area that <br />was previously analyzed in the Coal Methane Drainage Project, Panel 1 G-Zd <br />Environmental Assesszrtent ($A), Aeciaivn Notice tDN) and Binding ofNo Sigtrificaat <br />Impact (FONST), May 31, 2002. <br />The proposal to drill consists of up to 2 drill bales from one (1) new well pad <br />(approximately 0.45 acre), with no road constntcUion necessary to access the proposed <br />pad site. Drill holes would be aggroxitnaiely 7" diameter and about 2000' deep. Upon <br />wcU completion, water, foam., andlor ivtrogen would them be pumped through the drill <br />hole(s) into the mine workings. Access the proposed pad site would be on existing roads <br />addressed in the EA. <br />This SIR will present any changed circumstances since the 2002 srrfaee use approvals, <br />but does not change the conditions pr+cacribed for protection of non-ntiaeral interests <br />applicable to lease COC 56447. <br />REVIEW AND EVALiTATI01~1: <br />The Coal Methane Drainage Project Panels 16-24 EA and DNlFONSI along with i#s <br />supporting project record was reviewed for this SIR The following specific changed <br />circumstances were noted, and are docuateroted below: <br /> <br />
