March 30, 2006 <br />Mr. Byron Walker <br />Re: Hayden Gulch Loadout, Permit C-92-081 <br />Responses to Midterm Permit Comments <br />Page 9 <br />construction of this road and, therefore, can not certify the design or construction in accordance with <br />Rule 2.05.3(3)(c)(vii). <br />However, to address this comment HGTI has developed a profile of the existing road configuration <br />using survey data collected in November 2005. The profile drawing should be inserted into the PAP <br />as Appendix 12-SB, Facilities Area Access Road Plan and Profile. The certification statement <br />attached to this drawing only covers the existing profile and not the actual design or construction. <br />Rule 2.05.411) <br />Item 17. Please add to the areas disturbed with the water supply well and the water tine on <br />Exhibit 17-1. <br />Response: The water-supply well and associated water pipeline have been added to the applicable <br />exhibits in the permit application package. <br />Item 18. There are four shallow monitoring wells, and one water supply well to be reclaimed. <br />Please revise the description of the hydrologic reclamation plan (page 1 of Tab 16) <br />accordingly. <br />Response: The hydrologic reclamation plan for the wells has been revised. <br />Item 19. No description of the reclamation of the water supply line was found in the permit (page <br />3 of Tab 17). Please include a description of the plan for reclamation of the water <br />supply line. <br />Response: HGTI intends to abandon the water pipeline in place once the feature is no longer <br />needed. On page 4, Tab 23, in the Miscellaneous Utilities subsection, the text indicates that all <br />miscellaneous utilities, including water lines, will be abandoned in place. This serves as the <br />reclamation plan for water supply line and that additional information is not warranted. <br />Rule 2.05.4(2)/6) <br />Item 20. The reconciled reclamation cost estimate of RN-02 at Tab 23-1 needs to be replaced by <br />the estimate of TR-06. Please update the PAP to reflect the current (TR-6) cost <br />estimate. <br />Response: Tab 23 has been updated to reflect the current (TR-06) reclamation cost estimate. <br />Rule 2.05.5(1)(6) <br />Item 21. No comments concerning the proposed post-mining land use by the legal or equitable <br />owner of record of the surface of the proposed permit area were located in the PAP. <br />Please include such comments in the PAP. <br />Response: HGTI is the owner of record for most of the surface in the permit area. Smaller portions <br />of the surface are owned by the State of Colorado, the Town of Hayden and Duane and Darrell <br />Hockett.
