Our letter of 12 December 1988 had agreed <br />to the maintenance of a 100 foot buffer zone between the pit and <br />topsoil/reclamation. This revision is requesting the allowance of mining <br />activities, including the location of the highwall crest, within the buffer <br />zone. <br />In order to assure that topsoil will not be lost in the pit, we will <br />establish a periodic monitoring plan of the hiohwall stability. The <br />monitoring plan will consist of installing markers 20 feet from the <br />topsoil/reclamation. The markers will be placed at I00 - 200 foot intervals <br />along the east and south boundaries of the Area 51 East Cut I. Monitoring <br />will be conducted on a weekly basis and the information will be used to <br />determine if sloughing of the highwall crest causes a reduction of the <br />existing buffer area between the highwall crest and the topsoil/reclamation <br />area. If the sloughing causes reduction, the Division will be consulted for <br />appropriate remedial measures. Such measures may include, but will not be <br />limited to, relocation of the topsoil. The enclosed table indicates the <br />measured distances of the 10 markers from the highwall crest. <br />Per our discussion of 20 April 1989, a few items will be incorporated <br />into this revision for further clarification of mining activities and <br />existing conditions. Excavation of the overburden material will not <br />encroach beyond currently existing field conditions. At this time, the <br />highwall appears to be stable and Colorado Yampa Coal Company does not <br />anticipate significant sloughing of the highwall. If further significant <br />sloughing does occur, the Division will be notified immediately. <br /> <br />c~RUs <br />
