Rationale for TR-06 Approval-Western Mobile Page 13
Deepe Fann Pit, Permit No. M-81-302
September 15, 1997
offer was a prudent one and we supported it."
3. The flood plain management section of the Colorado Water Conservation Board
within the Department of Natural Resources works with FEMA, as well as local
planning agencies, such as Urban Drainage Flood Control, Boulder City and County,
to address flood plain hazard issues. Larry Lang, Section Chief, has presented
testimony before the Mined Land Reclamation Board supporting the proposal to
modify the levee, as presented in technical revision TR-06. The Division considered
that testimony in making its decision on technical revision TR-06.
Division's Decision
Based on the Division's technical review of the information provided by the operator in the
technical revision TR-06 application, and on the technical and regulatory review
summarized in this document, the Division has decided to approve the technical revision
with the following stipulations:
1. The operator will submit a construction report, including documentation of any test
results, within 60 days of the completion of the earthwork on the Deepe Farm Pit
perimeter levee. The report shall detail how the specifications approved in technical
revision TR-06 were achieved. The operator will also provide a certification from the
construction quality assurance engineer that the levee modifications were completed
in accordance with the design approved in the technical revision.
2. All areas on the out slopes of the levee must be protected by the establishment of
vegetation or the placement of riprap. If riprap is to be utilized, the rock must be
durable and non-slaking.
STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
DEPARTMENT OF NATURAL RESOURCES
H.
