unchanged and may be left as is in Exhibit 13. The specific details of the reduced bond
calculation and bond adjustment can be summarized by the following points:
Section 9 - In the previous estimate, the Section 9 disturbance was a progressive single
seam operation located on the west end of the east Pit. This project was never pursued
during the previous 5-year Permit term. This change reduced the regrade volume by
approximately 1,300, 000 cubic yards.
Section 15 -The bond plan for the previous 5-year Permit term designated the section
16 pit initial shovel box cut for closure. 113,256 cubic yards of material was to be
handled for end wall excavation, grading and channel cutting. Since the Section 16 pit
has advanced well beyond this box cut and the box cut is now backfilled with spoil,
excavation is no longer required in the current plan.
Section 16 -The bond plan for the previous 5-year Permit term designated two open pits
for closure, while the current projected plan calls for a single open pit for closure. This
change alone has reduced the regrade volume by 3,445,375 cubic yards.
Technical Revision No. 31. TR- 31 (approved by the Division on April 24, 1995)
provided an East Pit mine plan modification and additional bond calculation add-on for
an additional 222,640 cubic yards of topsoil distribution and reclamation costs. The
current projected plan includes this affected area and, thus, eliminates the need for this
bond add-on.
East and West Pit, Drainage Cuts -The previous estimate contained approximately
3,600,000 cubic yards of material in the end walls of both multiple seam pits to be
moved for drainage excavation. The current projected plan calls for drainage cut
volumes of approximately 300,000 cubic yards exclusively in the West Pit. This has
reduced the drainage cut volume by approximately 3,500,000 cubic yards.
We have included with TR-43 revised Bond Maps/Drawings as follows:
Drwg 34 -Bond Calculation Map -Worst Case Topography. North Area
Drwg 35 -Bond Calculation Map -Worst Case Topography. South Area
Drwg 36 -Bond Calculation Map -Regraded Topography South.
Drwg 38 -Bond Calculation Map -Facilities Removal and Regrade
Drwg 39 -Bond Calculations, Cross Sections
Drwg 40 -Bond Calculations, Cross Sections -Section 9 and 15 Disturbance
The following drawings have been replaced by more efficiently combining cross sections
onto Drawing 39 and 40 and may be discarded. The respective map pocket will remain empty
until needed for future Permit information.
Drwg 41 -Bond Calculation Cross Section -Section 10, Disturbance A.
Dnvg 42 -Bond Calculation Cross Section -Section 10, Disturbance B.
Drwg 43 -Bond Calculation Cross Section -Section 16 Disturbance.
2
