The following responses are provided according to the item number <br />referenced in the minor revision. <br />2. EFCI placed all the available stockpiled topsoil on the azeas of the loadout reclaimed <br />in 1996. Pending further soil testing and evaluation, EFCI intends to utilize primarily <br />on-site materials for the vegetative growth medium upon final reclamation of the two <br />pond areas. <br />EFCI will prepare and submit a plan demonstrating that a suitable vegetative plant <br />growth medium will be provided to cover the loadout pond azeas. Because of the time <br />required to prepaze this plan, EFCI requests that MR-34 be approved with a <br />stipulation to submit the plan within 180 days of the revision approval date. <br />21. The permit allows EFCI to place live handled topsoil on the refuse pile at a thickness <br />determined by test pit evaluation, or four feet of suitable non-segregated soil recovered <br />from stockpiles. Page 4.06-5 has been revised to reflect these methods. Copies of the <br />revised text pages accompany these responses for replacement in the permit <br />application. <br />Permit materials for this response include text pages.
