_ • <br />Minutes, July Z2-?4, 1992 <br />DR~Q-~T <br />Subject To Board Approval <br />It was the consensus of the Board that program consolidation would be <br />better accepted, if the Division was able to achieve some of the <br />objeci:ives without making an e:<tensive appearance of change. r.owever, <br />Bcard Member Stewart said a major concern of CMA was that regulations <br />would be merged, forming one Ac:t and body of regulations. They said <br />the Division should retain separate supervision of the two programs, <br />while allowing Staff to work ii either program, and provide industry <br />with the knowledge that Staff is being cross-trained. <br />Regarding the issue of Decentralization or field office establishment, <br />Board Member Kraeger-Rovey said she preferred the idea of developing <br />one field office in Grand Junction. Board Member Stewart suggested <br />that, if established, the field office be made part of a DNR office, <br />rather than having a stand-alone office, so that administrative burdens <br />can be shared. <br />Mr. Renner said that he preferred establishing one full service field <br />office, providing inspections and permitting, if a file management <br />system could be developed. <br />Mr. Long said he feels the Division needs a presence in the <br />southwestern portion of the State. Several operations in that area <br />have not been inspected, correctivE, actions have not been followed up, <br />etc. He said more service could be provided to the mining industry and <br />the community should experience an economic benefit. <br />Mr. Long said costs would be increased, initially, but efficiencies and <br />services should also be increased. He said that overall the Division <br />is beginning to perform according to the statutes, i.e., conducting <br />more inspections, etc., but that there are costs associated with <br />fulfilling the statutory mission which need to be considered by the <br />Legislature. <br />Mr. Long said the Division is in the protess of discussing the idea of <br />assigning some Staff to Durango this year on a trial basis to conduct <br />inspections, etc. The establishment of a seasonal field office was <br />discussed briefly. <br />
