The <br />wire mesh reinforced walls and floor will be six (") thick. <br />Seams will be sealed with a gasket designed for this <br />application to prevent any seepage. A portable 2,000 gallon <br />skid mounted metal tank will be placed within the <br />containment basin. The basin has been designed to hold 1.5 <br />times the tank capacity. <br />The facility will be located within the New Elk Preparation <br />Plant yard. The area has already been approved for surface <br />facilities and topsoil and subsoil have been removed and the <br />surface graveled. The reclamation costs of grading and <br />seeding the area have already been bonded. <br />Enclosed please find the application for MR-41 and three <br />copies each of Map 11 Surface Facilities and Roads East <br />Portal (Revised to show additional Fuel Storage), and <br />Exhibit 28 Schedule-MR41 (bonding requirements). I have <br />reviewed the description of the New Elk Surface facilities <br />in the permit, and believe no other changes are required. <br />
