CRITERIA AND SCHEDULE FOR BOND RELEASE
Rule 3.03.1(2)(a) states, "Up to sixty percent of the applicable bond amount shall be released
when the permittee successfully completes backfilling, regrading, and drainage control in
accordance with the approved reclamation plan." With regazd to Phase I bond release, the
approved reclamation plan for the Eckman Park Mine calls for:
The approved backfilling and grading plan can be found in permit section 780, pages 780-
1-1 through 780-1-3, and 780-111-1 through 780-115. Approved post-mining topography
is depicted on Map 48A. Backfilling was performed to generally conform to topography
shown on map 48A. Post-mining topography will generally follow approximate original
contours as required by Rule 4.14.2(1). Slope gradient will not exceed 20 degrees.
Backfilling was accomplished using a combination of dragline, dozers, and scrapers. Post-
mining topography vaziance was approved in 1984 via Technical Revision No. 24.
Six (6) permanent drainages will be established on the reclaimed area. These permanent
drainages include PG 31-1, PG 31-2, PG 7-1, PG 9/]0-l, PG 9110-2 and PG 51-2.
Details of these drainages may be found on Map 48A, Map 9A, and permit section
All surface drainage reports to permanent impoundment, Pond A. NPDES discharge
monitoring submitted by the operator and kept on file at the Division indicate a long
record of compliance with the effluent limitations applicable to this outfall.
III. OBSERVATIONS AND FINDINGS
Backfilling and grading of the pertinent portions of mine plan areas 51 and 61 occurred from
1986-1991. Certified cross-sections of the backfilled pit areas were submitted by the operator
and approved by the Division. Division approval of the post-mining topography can be found
in letters dated: Mazch 4, 1986, June 6, 1986, May 29, 1989, July 6, 1989, May 30, 1990, August
1, 1990, September 26, 1990, October 2, 1990, December 10, 1990, May 6, 1991, June 14, 1991,
and October 4, 1991. CYCC submitted copies of these Division approvals as a part of the bond
release application.
The Division found that the cross-sections generally conformed to the approved post-mining
topography. All highwalls were backfilled in accordance with Rule 4.14.1(2)(a).
During the October 1996 bond release inspection, the Division surveyed areas 61 and 51 using
a Zeiss Elta-3 Total Station. The Division used this data to generate topographic maps of the
