<br />I. PROCEDURES AND SUMMARY OF THE REVIEW PROCESS
<br />Colorado Yampa Coal Company applied for partial bond release under the Colorado
<br />Surface Coal Mining and Reclamation Act following reclamation of the Eckman Pazk
<br />Mine. The mine is located in Routt County, approximately 22 Southwest of Steamboat,
<br />Colorado. The mine azea is located in:

<br />Bond Release History
<br />Since the issuance of the State of Colorado permit, the following bond release actions
<br />have occurred . The first was approved June 2, 1982, which entailed the complete release
<br />of 233.10 acres located in the southwest 1/4, southwest 1/4 of Section 19, and the west
<br />1/2 of Section 30, all in Township 5 North, Range 86 West, 6th P.M. '~
<br />The second release became final October 10, 1987. This release was a Phase I bond
<br />release involving 2,397.9 acres. The specific locations are referenced in detail within the
<br />permit documents. The 1987 Phase I bond release reduced the required bond amount for
<br />permit no. C-81-071 by $1,705,393, from $10,585,393 to 8,880,000.
<br />Four Phase I[/III bond release applications have been filed by CYCC as of December 6,
<br />1996. Block A (SL-O1) was deemed complete on December 15, 1992 and was denied on
<br />July 18, 1994. Blocks B, C, and D (SL-02, SL-03, and SL-04 respectively) were deemed
<br />complete on December 14, 1993. Block B, SL-02, was denied on June 8, ]995. Block
<br />D, SL-04, was denied on June 8, 1995.
