• Response to DMG comr~s regarding Technical Revision 1 submittal
Loveland Ready Mix Concrete, Inc., M-2001-022, TR-1
January 15, 2002
Page 2
In addition, the location of a monitoring well in close vicinity to a mining cell would be
problematic, with a significant potential for spurious results that directly reflect the influence of
dewatering operations but do not accurately reflect the effects of dewatering (or lack thereof)
on the surrounding groundwater table. Following from the known direction of groundwater flow
across the site (USGS study), the three wells currently established at the site provide blanket
coverage of the area of potential influence for Green/Croissant dewatering operations. In any
case of groundwater depletion on nearby properties, the data provided by these three wells
should be sufficient to make a determination that groundwater mitigation measures are or are
not triggered under the proposed mitigation plan.
Mining Cell 4 Reconfiguration
3.) There has been some confusion regarding the Mining Cell 4 Reconfiguration, due to an error
on the Weiland Sugnet exhibit included in Appendix 9 of the Technical Revision 1 submittal.
This was clarified in my January 10'" voicemail to the DMG (T. Schreiner) and your January
11'" voicemail in confirmation. For the record, the Weiland Sugnet exhibit is to be referenced
for the purposes of floodplain and floodway delineation, but is not accurate or updated as to
either the reconfiguration of Mining Cell 4 or the use of the mitigation cell south of Cell 3.
Revised Exhibits C-3 and F do accurately depict the reconfiguration of Mining Cell 4, and
Loveland Ready Mix Concrete, Inc. will again reiterate - as found in the Mining Commitment
on page 4 of the TR -that all mining excavation at the Green/Croissant Property will occur
outside the delineated floodway.
We have not yet received official comment from the DMG regarding the slope evaluation materials
submitted with the Technical Revision. However, please note that, prior to submitting the slope
model and analysis with the TR, our office worked extensively with Mr. Allen Sorenson of the DMG
to derive an evaluation package that would meet with DMG standards. This preliminary review
began no later than September 2001 and continued up to the date of the current TR submittal. At
this juncture, we must hope that Loveland Ready Mix will not experience delays in the approval of
its Technical Revision due to the slope evaluation. If there is any clarification or additional
information needed under this item, please do not hesitate to contact myself or Ross Horvath, P.E.
at Banks and Gesso, LLC (303/274.4277).
I sincerely appreciate your help in defining and providing comment on this Technical Revision.
Loveland Ready Mix expects the Green/Croissant site to be a top-notch project; and with the
DMG's feedback over the course of the approval process, I believe that will happen.
Please call me at 303/274.4277 if you have any questions or needs regarding the current
Technical Revision.
Sincerely yours,
~~
BA KS AND GESSO, LLC
Alex Schatz
enclosure
cc: Steve Faucher, Loveland Ready Mix Concrete, Inc.
20023 -Agency Correspondence
