Telephone conversation with Rathy Aelt
I called Kathy Welt of MCC on Friday, March 12, 1993, to ask her
some questions regarding Technical Revision 64, which addresses the
outstanding issues from the permit renewal (Stipulations 44 and
45). The majority of the questions were minor in detail and could
be addressed over the phone. If satisfactory answers were not
provided, the questions will be asked in the adequacy letter to be
sent to MCC.
1. Revised Map 56, Topsoil Removal Plan, shows that in the area of
the clean water diversion ditch, topsoil has not been removed in
this area as is shown on the map dated 6-19-86.
2. On Map 56, there are two small areas on either side of the
access road (old haul road) that were marked rehandled post 1982,
and now the new map says it was stripped post 1982. Kathy stated
that this was done in error and the new map should be the same as
the old map. The map will be corrected. (Include in adeouacv
letter.
3. The as-built diagram of the coal stack tubes and reclaim system
entitled Facility Site Plan, Drawing #002, shows a clear water
ditch that runs the length of the facility. From field inspections
I recall that this ditch is a sediment ditch. This ditch is also
not depicted on revised Map 54. Kathy said that it is a sediment
ditch, but they do not want to be required to maintain it. I said
it needs to be called something other than a clean water ditch,
since it is a sediment ditch. I said the ditch should also be
included on Map 54. She asked me to think on it and get back to
her. I said I would talk to Dave and see what we can come up with.

4. The table of contents page xiv, which lists the tables, have
been repeated after Table 78. Kathy said she would correct this
page.
