This minor revision is a <br />request to allow for blasting activities to occur less than 500 <br />• feet from the Palo Production Corporation Oil Well and associated <br />facilities. <br />The Division requested that Seneca provide an anticipated blast <br />design for blasting that occurs less than 500 feet from the oil <br />well. Seneca provided the Division with a linear regression <br />analysis for these blast events. The Division could not determine <br />how this information was formulated. Therefore, the Division <br />suggested that Seneca should provide the Division with data pairs <br />for peak particle velocity versus the scaled distance. The data <br />should be based on recorded blasts at the Seneca II-W Mine. <br />In response to this request, Seneca conducted and is submitting <br />the final report for inclusion in the permit, of the Ground <br />Motion Attenuation Study that was conducted for the Seneca II-W <br />Mine site by Matheson Mining Consultants, our blasting <br />consultant, on January 21, 1998. The results of this study <br />provide you with information you will need with regard to the <br />blast design for the area around the oil well site and related <br />facilities. <br />• <br />Seneca Coal Company • P.O.
