In most cases, an explanation of the comment is all that is necessary. However in some <br />cases, new information is necessary for the permit document. This information is presented as revised materials <br />in the attached Technical Revision. Our responses are numbered in the same seyueoce as your letter. <br />SURFACE WATER <br />US Forest Service (USES) stipulations include the following three commitments from Mountain Coal <br />Company (MCC): <br />A. Provide a map showing curcent USES water resources. All of these are stock watering ponds. <br />This has been included in each AHR. <br />B. Provide subsidence monitoring. MCC committed [o monitor subsidence from one panel which <br />would be used to verify subsidence predictions. The predictions were then used to determine <br />areas of impacts and monitoring of resources which may be affected. <br />C. Provide a contingency plan which would be implemented should impacts occur. For that plan, <br />MCC has agreed to consult with users, landowners and USES as [o any necessary repairs to water <br />resources damaged by mine related activities, construction plans, access or mitigative actions to <br />be taken, and to provide a temporary water supply should it be necessary until such time as <br />permanent supply can be provided. <br />2. In the past, water was pumped from MB-6 to MB-2 for discharge. A chemical flocculent was added <br />between the two ponds to settle suspended solids which lowered the iron concentrations of the discharge <br />water to meet NPDES discharge standards for the pond. MCC plans to utilize the same approach for pond <br />MB-2R to meet effluent limitations. <br />
