<br />NOTICE OF PROPOSED DECISION <br />The Colorado Division of Minerals and Geology proposes to Approve Technical Revision Application <br />No. 51 (TR-51) for the Colowyo Coal Mine (Permit No. C-1981-019), submitted by Colowyo Coal <br />Company L.P.. This proposed technical revision contains responses to a mid-term review of Permit C- <br />81-019, and addresses a number of issues. Addresses of two coal owners has been added. Leasehold <br />interests have been clarified. Pending purchases of record has been clarified. Addresses of contiguous <br />surface owners has been reorganized. A permit boundary description has been added. Ownership, uses <br />and location information on permitted wells, springs and other developed water sources has been <br />modified. Reference to the Wilson Reservoir has been added to a map. Elevation and locations of <br />monitoring stations have been added to a map. A revised reclamation cost estimate was submitted. A <br />discussion of seedlings used in reclamation was presented. Pre- and Post-mining land uses maps have <br />been modified. Descriptions of the hydrologic monitoring program have been modified. Maps for <br />structures, disturbance, and right to enter have been modified. Permanent diversions have been clarified. <br />Information on airblast monitoring has been added. <br />The Colowyo Coal Mine is a Surface coal mine located in Moffat County, approximately 28 miles south <br />of Craig. Coal interest is Federal, and the surface affected is Federal, state and private land. The permit <br />azea encompasses approximately 7,402.50 acres. <br />This proposed decision is based on a finding that the proposed operation will comply with all <br />requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101, et seq., C.R.S., <br />and the regulations promulgated thereunder. <br />Copies of the proposed decision, including stipulations, aze on file for public inspection at the Colorado <br />Division of Minerals and Geology, Room 215, Centennial Building, 1313 Sherman Street, Denver, <br />Colorado 80203. Persons with an interest that may be adversely affected by the proposed decision may <br />request a formal heazing before the Mined Land Reclamation Boazd on the proposed decision. Such <br />request must be made within ten (10) days of the initial publication of this notice, must be in writing, and <br />must state with reasonable specificity the reasons for the request and the objections to the proposed <br />decision. <br />
