My specific comments arc nddn;sscd <br />below. i have several questions/concerns regarding the alternative postmining.land uses and <br />associated reclamation plan approved vin'f[t-0~, in August, 1996. It may be that you have <br />informntion on file, or can otherwise shed light on some of the questions I have regarding said <br />revision. You, L.vry and I should uilk amongst ourselves about how to proceed, before we send <br />aut a letter to the operator with my comments, ns i don't want to incite an incendiary over- <br />reaction if it cart be prudently avoided. <br />2,Ui.5 -Yost Mining Land Use <br />1. Rule 2.05.5(1)(x) requires a "detailed narrative of the proposed uae, following <br />reclnmation of the land within the proposed permit area..." Rtilc 2.05.5(1)(e) requires a <br />map prepared to the standards of 2. l0 to accompany the plan. <br />Pust mining land use narrntive on pages 5-2') through ~-31 of the application indicates <br />that post mining uses arc "irtdusvial and commercial, recreation, and residential: ' The <br />narrative references an equestrian center. residential development, turd golf course <br />development, apparently located adjacent to affcctc:d mine areas, either adjuent to or <br />within and adjacent to the permit azea, and a sand and gravel opcretion, appazently <br />located within the coal mine affected arcs. The narrative indicates that reclamation "will <br />he ultitttately directed toward serving these'ncw' land uses", but does not provide a <br />detailed plan or schedule describing specific development associated with the alternative <br />land uses which will be implemented on the affected lands following reclamation. 1 was <br />ttnnblc to view the Post Mine Land Use Map, and so I am uncertain of the extent to wltich <br />it provides details regarding proposed development plans. <br />The narrative should be amended to address specific developments associated with the <br /> <br />
