<br />damage would not result from this activity. <br />On July 21, 1992, the Division approved relocation of a portion of the Amoco <br />oil pipeline in order to remove it from areas to be undermined. <br />Section VII - Hvdrolooic Monitorino <br />Ground Water Monitoring: <br />Cyprus Empire is monitoring eleven bedrock wells and three alluvial wells Par <br />water quallty; with one well (BF-5) to be constructed after the No. 9 Refuse <br />Disposal Area has been reclaimed. <br />Cyprus Empire has been meeting or exceeding the level of monitoring of these <br />wells as described with one exception. Tables 1 and 8 of Exhibit 29 of the <br />permit application (Water Quality Monitoring Manual) states that Hydroxide <br />will be monitored annually for seven of the eleven bedrock wells. In <br />reviewing the 1991 Annual Hydrology report, it was noted that this does not <br />appear to be occurring. <br />Surface Water Monitoring: <br />The Williams Fork River is monitored upstream and downstream of the mine. <br />Discharges from two mine dewatering wells, a prelaw spoils spring and two <br />sewage treatment ponds are also monitored on a regular basis. In addition, <br />discharges from sediment ponds are monitored using NPDES requirements if and <br />when they discharge. <br />Again, Cyprus Empire has been meeting the monitoring requirements of its <br />permit, as stated in Exhibit 29 of the permit application, with a single <br />exception. Table 4 of Exhibit 29 of Cyprus Empire's permit commits the <br />company to monitoring zinc only on a monthly basis although the mine's NPDES <br />permit requires that Cyprus monitor zinc from its two mine discharge wells and <br />the No. 1 spoils spring on a bimonthly basis Discharge monitoring reports <br />received from Cyprus, however, indicate that the mine has been monitoring zinc <br />twice a month. <br />Section VIII - Mine Ownership and Control <br />Minor Revision MR-23 updated mine ownership and control information for Cyprus <br />Empire on 7-27-92. <br />Section IX - Decision to Recuire Revision <br />The following items pertain to various portions of Cyprus Empire's permit <br />which will need to be revised. <br />1. Heqin sampling all wells for hydroxide as described in the permit ar seek <br />to revise the permit to reflect current sampling procedures. <br />2. Revise Table 4 of Exhibit 29 to reflect both NPDES requirements for zinc <br />monitoring and actual sampling frequency. <br />3. Revise Section 4.05.18 to designate areas of the mine as stream buffer <br />zones. Revise Section 4.05.2 to describe the location of stream <br />buffer zone markers. <br />9 <br />
