Long
Drvi lion Direclar
Pursuant to Title 34, Article 35, Paragraph 3, of the Colorado Revised
Statutes, the Division of Minerals and Geology hereby issues notice that on
October 26, 1993, a technical revision application for a permit to conduct
coal mining operations by MINREC, Inc., 2768 Compass Drive, Grand Junction,
Colorado 81506, was deemed complete for the purposes of filing. All reviews
and comment periods as provided in the Act and Regulations promulgated
thereunder initiate from this day of filing.
The applicant proposes to revise the permit for the North Thompson Creek
Mine. The revision will remove approximately 29 acres known as the Diamond
Parcel from the permit area. The Diamond A Parcel is part of the unit train
loadout facility connected with the mine site.
The unit train loadout was contoured and vegetated during 1987. Vegetation
studies performed during 1991 and 1992 have demonstrated that vegetation on
the reclaimed Diamond A Parcel has been successfully established in accordance
with the approved reclamation plan. Reclamation obligations were deemed
satisfied upon the removal in June 1992 of two concrete footers located on the
east bank of the Roaring Fork River. In July 1992, the Division approved a
change in post-mining land use for the Diamond A Parcel from "agricultural" to
"residential" and "industrial."
The area affected by the revision is located in that portion of the permit
area north and east of the center of the Roaring Fork River and is further
described as follows:
Lots 10, 11, 12, 15 and 16, Section 20, and Lots 2,
3 and 4, Section 29, Township 7 South, Range 88 West,
6th P.M., in Garfield County.
The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map
of Carbondale.
