• Figure 14-1 Notes
Note 1: Keep road to CRDA-1 open to accept coal and refuse material from other
ongoing reclamation activities. This road is within the coal mine waste
disposal area therefore it is not a DMG regulated road. The road begins
at the west end of Haul Road No. 5 and extends to the top of CRDA-1.
Note 2: The reclamation of the suspension bridge will be delayed so the Operator
has time to maximize the commercial value of the bridge. This bridge is a
valuable corridor across the Colorado River. Transfer #2 is considered to
be an integral part of the suspension bridge. The sewer line from the
office shop complex currently goes through the bridge. Commercial
options include the use of the bridge to support a potable water line and a
compressed gas line. Reclamation of this structure would need to occur
during low river flow so the schedule was extended into the fourth quarter
of 2003 and the first quarter of 2004. Reclamation of the overland
conveyor corridor from Transfer #2 to the Excel Culvert will be delayed to.. .
provide access to Transfer #2 and the suspension bridge.
Note 3: The culvert under the Excel Energy road will not be reclaimed. The road,
with the culvert in place, provides a favorable haul route for trucks
delivering coal to Excel's power plant.
• Note 4: The reclamation of the office complex, shop, warehouse and Substation A
at the portal level and the guard shack, training building and lab buildings.
at the lower level will be delayed so the operator has time to maximize the
commercial value of the structures and associated land. These buildings
and land will be valuable assets to a company that needs office
warehouse and shop buildings and ready access to the interstate.
Companies that specialize in trucking, manufacturirig, warehousing and
supply will likely be interested in acquiring the property and structures.
The property may be split between the lower level and portal level to make
it attractive to more than one company. Additionally, the buildings may be
used by the company that is successful in acquiring the rights to mine the
operator's valuable sand and gravel reserves.
Note 5: The top of the Roadside Refuse pile will be left open until the commercial
value determination explained in Note 4 has been completed. The top of
the refuse pile was a material storage area and it could function the same
for a company that acquired the office shop complex.

Rev. 10/03 Figure 14-1 Page 10/10
