1 <br />Memo to Randy Price <br />COVCC TR-16 <br />page 2 <br />In TR-16, COVCC specifically requests permission to reduce the frequency of <br />its subsidence monitoring from semi-annually to annually. It also proposes to <br />cease monitoring the high-resolution monument grids. It proposes to continue <br />monitoring "wide-spaced subsidence monitoring monuments located within or <br />adjacent to current active workings" which have not ceased active subsidence. <br />Specifically, it proposed to monitor monuments 6, 7, 14, 15, 16 and 88 during <br />its 1991 survey. COVCC states; "data collection will continue annually until <br />sites are stabilized. Additional wide-spaced monitoring grid monuments have <br />and will continue to be installed and surveyed prior to commencement of mining <br />in any given area. COVCC will propose specific stations for surveying in each <br />future Annual Subsidence Report." The operator also observes that the visual <br />walk-over requirements and the monitoring of surface water hydrology features <br />will remain unchanged. <br />It is my opinion that the previous and current operators of the Orchard Valley <br />Mine have done a laudable job of predicting, monitoring, documenting and <br />interpreting subsidence within their permit area. I recommend acceptance of <br />COUCC's 1991 Annual Subsidence Report as submitted, and I also recommend <br />approval of TR-16, as proposed. <br />cc: Dave Berry <br />JP/jP <br />Doc.
