As you
stated in your adequacy response, and as confirmed on a site visit
to the Ralston Quarry by the Division on November 18, 1994, it is
apparent that several significant changes are being made to the
amendment application designated as Revision No. AM-002. The
Division understands that among the changes are; (1) creation of
phased mining and reclamation plans, (2) blasting and regrading the
shale highwall to create a 1.5:1 to 2:1 slope and revegetating it
and (3) excavation of the pit 150 deeper than in the current mining
plan.
As stated in Rule 1.6.6 of the Rules and Regulations of the Mined
Land Reclamation Board, if the change to the amendment application
is substantial, as they are in this case, the applicant will need
to republish the notice in the newspaper, notify all owners of
affected and adjacent lands and renotify and place a copy of the
revised amendment application with the County Clerk and Recorder,
County Commisioners and Soil Conservation District.
