Dear Ms. Crosby:
The permit for the Seneca II Mine, No. C-80-005 expires on February
17, 1997. As per Rule 2.08.5(2)(a), Seneca Coal Company filed a
complete application for renewal of the permit on August 19, 1996.
The Division considered the renewal application complete for the
purposes of filing as of August 21, 1996. The Division completed
the adequacy review for RN-03 on December 17, 1996 and had several
issues which needed to be addressed. This review was approximately
eight weeks after the set date for the review to be completed, due
to changes in lead reclamation specialists and a backlog of other
work.
Seneca is finalizing a submittal addressing the adequacy concerns
in the December 17th letter. This package should be sent to the
Division next week. Therefore, I am asking for a 60-day extension
of the decision deadline so that the Division will have enough time
to review the updated information, as well as Seneca providing any
other necessary information, and the permit could be successfully
renewed.
