In this submittal, BRL is proposing to construct a downhill <br />conveyor, a 350,000 ton coal stockpile, a coal haul [ruck loading facility, a new pond and an increase <br />in the anticipated annual coal production from the present 2 million tons per year to 5 million tons per <br />year. An increase of 6.0 acres in the permit area is being proposed for the new pond. <br />As you may remember, BRL had submitted Technical Revision No. 6, which involved the same issues <br />as are in PR-03, except'fR-06 did not have an increase in production to 5 million tons per year. TR-06 <br />ultimately was withdrawn so that it could be resubmitted as PR-03 . I do not lu3ow if the I'R-03 <br />submittal is exactly the same as the TR-O6 submittal, in terms of the geotechrical aspects. I have <br />included your memo to me concerning TR-06, dated January 5, 1999. <br />In the submittal cover letter for PR-03, the operator has responded to the three questions you had posed <br />in TR-06. In BRL's cover letter for PR-03, your three questions are on page 4, as questions numbers <br />2, 3 and 4. Unfortunately, BRL's response was "no response at this time." <br />Attached is a complete copy of the PR-03 submittal.
