Bond <br />One bond release has occurred in association with permit C-81-044. The Craig Loadou[, a <br />coal loadout in the nearby town of Craig, was previously permitted as an auxiliary loading <br />facility. This loadout received complete bond release on February 21, 1990 and is no longer <br />apart of the permit. <br />)n the current midterm review, the Division verified the adequacy of the most recent estimate <br />of reclamation costs for the Eagle Mines. This estimate of $3,552,679 was determined in <br />1998 for permit renewal RN-03. The permittee currently has on deposit with the Division a <br />corporate surety bond in this amount. This amount remains sufficient to assure completion of <br />the remaining reclamation work at the site if the work had to be performed by the Division, <br />including the cost of reestablishing vegetation on any revegetated areas, should those areas <br />fail. <br />PART III -COMMENTS AND REQUESTED REVISIONS OF PERMIT APPLICATION <br />Based on the current Midterm Review, the Division finds that permit application C-81-044 <br />contains the deficiencies described below. As a result of these findings, and to correct the <br />deficiencies, the Division requests that the permittee submit revised permit pages in a Minor <br />Revision by April 30, 2001. Unless noted otherwise, each change is requested to ensure <br />compliance with Section 2.03.3(1) which requires that all information in [he permit application <br />be current and presented clearly. <br />1. Current bond issuer. Please verify that the issuer of your bond is still Traveler's <br />Casualty and Surety Company. (No change to permit pages is necessary for this <br />comment.) <br />2. 1.3 safety factor demonstrations for pond embankments. (This comment is repeated <br />from Comment 40 of the Division's 6/9/98 letter in renewal RN-03.) No design was <br />found in the permit to demonstrate that sedimentation ponds had a minimum safety factor <br />of 1.3 for a normal pool with steady state seepage saturation conditions. Please provide <br />the required documentation in revised pages to the permit. <br />3. Update of operation plan. The operation plan in Section 2.05.3 of the permit appears to <br />be current to about 1985. Please update the operation plan, omitting outdated information, <br />and adding mining that has occurred to date and planned future mining. <br />4. Operation plan - H seam mining. Please add to the operation plan a brief, general <br />description of the planned E-to-H seam rock slopes (locations, dimensions, stratigraphy, <br />etc.), the planned areal extent of workings in the H seam, and the timing of H seam <br />operations.
