October 17, 2006 <br />Bromley TR-003 <br />Page 2 of 3 <br />These changes aze shown on the new Figure D-1 (Revised), Exhibit D -Mining Plan, <br />attached to this revision request. <br />At present, Phases 7 and 8 are completely mined out and partially reclaimed. Phase 9 is <br />nearing completion and the operator will be moving to Phase 10 and to mining the <br />boundary with Ready Mixed Pit No. 1 to the south pending approval of the second item <br />included in this Technical Revision. Finally, Phase 11 will be mined wet from north to <br />south following completion of mining at Erger's Pond Pit to the north. <br />Mining South Boundary Continuous with Ready Mixed Pit No. 1 <br />The City of Brighton is the landowner at Bromley Lakes Pit and RMA is the landowner <br />at Ready Mixed Pit No. 1 to the south. RMA is working with Brighton to facilitate future <br />sealed water storage projects at Bromley Lakes designed and built by the City. At the <br />City's request, Ready Mixed hereby requests a revision to mine the contiguous boundary <br />between the two permitted properties with the following inherent benefits to both parties: <br />1. RMA gains nominal additional reserves by mining the 25-f1 setback originally <br />planned along the southern boundary of Bromley Lakes Pit; <br />2. Brighton gains nominal additional potential water storage by using overburden <br />and/or recycled "fines" to reconstruct an engineered fill berm along the boundary <br />between the two sites; and <br />3. Brighton gains more favorable slurry wall permeability construction conditions <br />along this reach by excavating compacted "fines" for soil-bentonite backfill <br />mixing rather than sand and gravel. <br />This plan meets with the approval of Brighton and a letter from the City endorsing this <br />aspect of this revision request is attached. In addition, the following details should be <br />noted with respect to DRMS review of our request to mine the boundary between the two <br />sites, <br />1. The permitted area and affected land for Bromley Lakes Pit when originally <br />permitted were identical, such that the 25-ft setback shown on the current <br />approved mining plan is already included in the proposed affected land. There is, <br />therefore, no increase in affected or disturbed land associated with this request. <br />2. Ready Mixed Pit No. 1 to the south was amended this year to make the site a <br />large wetland azea using imported waste fines from all three RMA pits referenced <br />herein material from which is all being processed at the Bromley Lakes Pit plant. <br />The revised mine plan for Ready Mixed Pit No. 1 encompasses the entire <br />property with no setbacks. <br />(NOTE: DRMS files presently label the second Ready Mixed Pit No 1 Amendment that <br />was approved this year as "AM-001 "rather than "AM-002". There was a previous <br />amendment (AR-001?) approved in 1999 that is included in the "permit" file rather than <br />the "revision" file. We wish to point this out to avoid possible confusion during the <br />DRMS review of this revision request and to seek clarification as to the correct revision <br />numbering for that site). <br />
