c''- ~ •
The revision proposes to reduce the frequency for laboratory analysis for the #1 mine from
semiannual to annual for the #2 mine from quarterly to semiannual for the #2 mine. This
revision did not gi the s fficient justification for the reduction, but the Division concurs with the
proposal because sampling on a monthly basis would detect any abrupt change in the water
quality. Previous monitoring has characterized the seasonal fluctuations. In the future, if the
hydrologic monitoring shows that there is a trend towazd poorer water quality, the Division may
require a return to a higher monitoring frequency.
The revision proposes to delete spoils spring #2 located adjacent to spoils spring #1. The 94
annual hydrology report showed that this spring had not dischazged in 1994 and since this spring
is located adjacent to spring #1 and appears to issue from the same source, the-Division feels that
deletion of this spring from monitoring is acceptable.
This revision proposes to delete wells GW-N19, GW-N20, GW-N21 from the monitoring
program at the New Horizon Mine #2. The Division agrees with the proposal; there are other
wells that satisfactorily monitor up-gradient and down-gradient locations from the mine
disturbance.
There are 10 surface water monitoring stations at the New Horizon #2. One station is proposed
to be deleted SW -N4 because its monitoring is duplicated by other sites (SW-NI and SW-N3).
The Divisio~rconcurs with this proposal.
The revision proposes to reduce the chemical, pazameters in the laboratory analysis. The Division
cannot concur with this proposal at this time because the request does not contain sufficient
demonstration that "past analyses have shown no abnormality." The revision should be more
specific. How do results of past monitoring compare to water quality standards? Also, the
Division would like monitoring to include major ions and Manganese.
If you have any questions please feel free to contact me.
Sincerely,
//
Randall P. Price
Reclamation Specialist
cc: Ross Gubka
Dan Hernandez
Harry Ranney
