Weber Colorado Springs, CO 80907 RE: Southfield Mine (Permit No. C-81-014) Permit Renewal Application No. 3 (RN-3) Dear Wildlife Manager: Ul vl$rON Of MINERALS -&- GEOLOGY 4EC leM ATION Bill Owens Governor Greg E. watcher E.ecuhve Director mlchael B Long D~reaor The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 1 l8, Paragraph 3, of the Colorado Revised Statutes, that on February 2, 1999, an application to renew an existing permit to conduct coal mining operations at the Southfield Mine was considered complete for the purposes of filing. All review and comment periods as provided in the Colorado Surface Mining Reclamation Act and the Rules initiate from this date of filing. Energy Fuels Coal, Inc. proposes to continue underground coal mining and/or reclamation operations on land located approximately 7 miles south of Florence. The permit area is further described as follows: Mine Area: Portions of Sections 19, 30, and 31; Township 205, Range 69N of the 6th P.M.; Sections 23, 24,25,26, and 36; Township 205, Range 70 W of the 6th P.M. Loadout: Portions of Sections 17 and 18; Township 195, Range 69W of the 6th P.M. The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Rockvale. Energy Fuels Coal, Inc. has submitted an application for the renewal of the Southfield Mine permit, No. C-81-014. Because the above referenced permit renewal application would incorporate additional lands into the permit area or might otherwise alter previously approved permit conditions or mitigation measures, we are requesting your agency's evaluation of the proposal. Your comments and concerns relating [o the adequacy of fish and wildlife resources information, the fish and wildlife plan, and the reclamation plan as it relates to fish and wildlife considerations, including potential impacts to threatened or endangered species, are requested. IF wildlife habitat is the proposed pastmining land use, we request your evaluation of proposed woody plan[ stocking levels, planting arrangements, and methods for mitigation of potential adverse impacts.
