i • <br />ITEM 4 RESPQJSE: Please refer to the previous discussion regarding the <br />nature of this drainage and the establishment of a setback. This is not a stream <br />and can barely be graced with the term of ephemeral stream. It rarely carries any <br />water. Therefore, having only a 6 foot channel depth should be sufficient to handle <br />most anything but the Biblical flood. Furthermore, in most instances the horizontal <br />setback using an 8 foot vertical setback will be from 30 toto 50 feet. The actual <br />vertical setback height will be determined by how the benches mesh with elevations <br />in the drainage, but it will not be less than 6 feet. <br />ITEI1 5 RE~OPVSE: Thank you for your comments on our 3-D <br />representations. Please keep in mind that these representations are primarily <br />intended for the visual analysis and are not intended to be used for planning <br />purposes. With greater precision in the digitization they might be useful for <br />planning, but we feel there are better ways to do that kind of planning. <br />(note: E1~ID ~ R1PQ~S6 TO JWV DDERFER' S HVDRCLOGY LETTER) <br />SOILS <br />ITEM 1 -_ On page 54, in the second paragraph, please define "shallow" and "deeper" <br />when discussing soil depths in the third paragraph. <br />RESPONSE: By shallow soil is meant soil which is about 6 inches or less to <br />bedrock. Deeper soils are those which are in excess of about 12 to IS inches. Once <br />again, this matter and how it influences plant growth is a continuum. <br />ITEr1 2 -_ 0, page 55, another discrepancy exists concerning salvage soil depth. On <br />page 55, in the last paragraph, you state "using an average of about 8 inches of <br />topsoil and subsoil which could efficiently be salvaged, there is about 10,000 cy of <br />soil over the whole phase." Does the operator commit to providing an 8 inch minimum <br />depth of growth medium, or only 4 inches as previously stated in "Topsoiling under <br />the reclamation plan." <br />RESPQJSE: There seems to be some confusion here regarding terminology. <br />Growth medium refers to and includes everything above the bench. Subsoil is the <br />upper portion of the C horizon in the native soils. Topsoil refers to materials <br />which are derived from or are similar to the A horizon in the native soils. <br />The growth medium to be placed will range from 1 foot to as much as 8 feet <br />near the walls. In salvaging soils, upper subsoil can be salvaged along with the <br />topsoils because the subsoils are little different from quarry rubble. Topsoils to <br />be placed an tap of the backfill will be derived from the combination of topsoil <br />stripped from the native soils and the upper subsoils from the native soils. <br />Because soils are so thin an the south facing slopes and areas where bedrock is very <br />close to the surface of the ground, no soils can effectively be obtained.
