<br />RESPCtV5E: We appreciate your concern regarding this matter. No tests have <br />been done at this quarry and none will be done for a couple of years. Staining will <br />not be needed for at least 10 years and with the rapidly developing technology in <br />this field who knows what will be available by then. Emite, a canmonly used stain <br />in Glenwood Canyon as well as the Cooley Gravel Company's Morrison Quarry, carries <br />an EPA approval number and is safe. We are aware that other stains which have <br />appeared on the market have also applied for approval. There are no known ill <br />effects an water, vegetation, or wildlife from these stains. Dice applied and dried <br />they do not came off for many years. Eonite in Glenwood Canyon has been in place <br />far 7 years and has shown no signs of degradation. It is safe. We have offered <br />this as an option to accelerate the color change in the limestone, but we cannot <br />commit to ever even using stains because of the current lack of testing at this <br />site. We are going to experiment with them and see how they work, but whether they <br />will be used will depend completely on the success or failure of the tests. There <br />is no statement on page 41 which indicates a commitment to using them; but we do <br />feel they are definitely worthwhile investigating. In short, until the use of <br />stains is actually tried, committing to using them would be premature. <br />ITEM 14 = Please revise your seed mix for the following items: <br />Intermediate Wheatgrass 36. T/. 11.01 FLS lbs/acre <br />Pubescent Wheatgrass 12.7/. 3.42 PLS lbs/acre <br />Western Wheatgrass 20.4% 6.53 PLS lbs/acre <br />RE~.,PLtSE: We have spent ~._.al years perfecting the mixture presented in the <br />application and have empirically proven it to work. Unless it can be shown that <br />your revisims ARE better and WILL. work better, Castle Concrete is not inclined to <br />change the mixture. Please keep in mind that the SCS Critical Area Planting Seed <br />Rates are guidelines and are not intended to be gospel. All seed mixtures should be <br />site specific. We adamantly contend that our seed mixture, which has been developed <br />and proven for this site, is the one which should be used. It is not that we are <br />unwilling to try new mixtures, but we have found, by painful experience, that once <br />you find something that works, any changes should be very carefully considered and <br />only incorporated after testing. <br />WATER <br />ITEM 1 - Please address the concerns raised by Jahn Doerfer, MLRD Reclamation <br />Specialist, regarding protection of the existing drainage and crossing construction. <br />RESPQJSE: We have reviewed Jahn Doerfer's comments and suggestions regarding <br />the water control issues at the Snyder Quarry for the Northwest Amendment to be <br />considered at the May 24, 1989, Board meeting. Because of the very limited time <br />between receipt of your comments and the meeting, sane of the details in the <br />sediment control designs are unable to be completed. Therefore, we wish to commit <br />to developing those final detailed designs prior to construction. There simply is <br />insufficient time prior to consideration to precisely determine the precise flow <br />amounts and design crossings and sediment control dams. Because we have at least <br />four years before any of these structures are needed it does not seem to us <br />consideration should not be delayed. These details can be worked out later and <br />implemented when the structures are needed.
