Emrich <br />Reclamation Specialist <br />Mined Land Reclamation <br />423 Centennial Building <br />Dear Ms. Emrich: <br />By this letter Wyoming Fuel Company is responding to your <br />two concerns for the Technical Revision for the Railroad Loadout <br />in Walden. <br />In response to your concern regarding runoff to the south <br />end of the site because of elevation differences, you, must under- <br />stand that once Wyoming Fuel Company begins loading coal, the coal <br />stockpiles will in fact raise the elevation in the north part of <br />the site which will allow drainage to the south. <br />The descrepancy between no pond being on the site and com- <br />pliance with our NPDES permit stems from the fact that, based on <br />our calculations a 10 year-24 hour event caould result in a pond <br />that would be approximately 100 feet by 100 feet and 1 foot deep. <br />Since there is already a depression in this area and if any dis- <br />charge was to occur, it would go into the adjacent irrigation ditch <br />which in fact, is higher than the present depression. <br />The original NPDES permit was applied for in 1978 under a <br />different set of circumstances. Wyoming Fuel Company will however, <br />commit to a sedimentation control structure as required by our <br />NPDES permit.
