And <br />' 19 while we commended them for having done that, we found the <br /> 20 violation and assessed a civil penalty, although it was a small <br />' 21 one and we suspended it. <br />' 22 I think the principal was there was a violation there, <br /> 23 and while we gave them some credit for that. I guess the third <br />' 24 thing I'd say is that in terms of a civil penalty, you know, two <br /> 25 people can live in that area--may be this Board is just getting <br />
