~ _~ S <br />Mr. Kent Gorham <br />May 31, 1995 <br />Page 2 <br />Appendix D is newly submitted and consists of detailed design and construction information for the <br />mitigation measures and the road work. <br />Comment 6.) If, as you indicated on the phone, the berms are to be permanent, why would topsoil not be <br />replaced over the entire disturbed area once the barrier is constructed? If these areas are to be <br />revegetated to a rangeland condition the topsoil is required to be replaced over the disturbed area. This <br />area is subject to revegetation standards under aten-year liability period. <br />Response 6.) TCC concurs with the Division's assessment of topsoiling requirements applicable to the <br />disturbed areas associated with this project and will redistribute topsoil over the entire disturbed area. <br />During construction, topsoil will temporarily be stored adjacent to the construction sites within the <br />disturbed area indicated on Drawing 2. Text on page 2.05-128(a) is revised accordingly. <br />Comment 7.) Revegetation itself would not be considered sufficient due to the delay in establishing an <br />effective vegetative cover. Rock f Iters should be installed at the dayllighted ends of the trench itself <br />needs to be vegetated. The outslope of the berm should be mulched to assist in controlling erosion until <br />the vegetation becomes established. This area should be demonstrated as an SAE in a similar fashion as <br />previous SAE's. What temporary erosion control measures will be implemented during construction. <br />Update text with language as appropriate. <br />Response 7.) Page 2.05-128(a) is revised to indicate that erosion control measures consisting of rock <br />filter installations and mulching of the berm outslopes will be utilized. In addition, temporary measures <br />consisting of berm construction, silt fence installation, and straw bale placement will be utilized as <br />appropriate during the construction period. SAE demonstrations are being generated and will be <br />forwarded to the Division as soon as possible. The demonstrations will be appended to Exhibit 8 of Permit <br />No. C-82-056. <br />Comment 8.) If the road relocation is now to be permanent, change the language in the second to the <br />last paragraph to read ..." will be permanently relocated." Also eliminate all references to temporary <br />relocation as is still indicated on page 1.05-128(a). <br />Response 8.) The permit text language on page 2.05-128(a) has been revised in accordance with this <br />comment. <br />Comment 9.) The Division will stipulate that this information be submitted per TCC's request <br />Response 9.) Detailed designs for the proposed mitigation measure selected for zone 2 are included with <br />this submittal. Consequently, no Division stipulation will be required with respect to this comment. <br />Comment 11.) This addition of a portion of one sentence is not an adequate response to the original <br />question. Please refer to the original question and respond accordingly. <br />Response 11.) In response to this comment, page 2.05-124(b) is revised with this submittal to identify the <br />electric metering station in question as a structure existing within the permit area in accordance with Rule <br />2.05.6(6)(a) and to present a discussion addressing the worst possible consequences of subsidence for <br />this structure in accordance with Rule 2.05.6(6)(b). The subsidence control plan for this structure consists <br />of periodic visual monitoring and repair work if necessary. The control plan is discussed on revised page <br />2.05-128 (b). Reference to the metering station and the determination of no material is presented on <br />permit page 2.05-126 which remains unchanged by this revision. <br />Comment 15.) The disturbed area shown on Drawing 2 is 100 feet wide uniformly. The Division <br />assumes that this accurately depicts the area to be disturbed in its entirety. <br />
