Gorham <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />RE: Minor Revision No. 17 (MR-17), Adequacy Responses (Round 3) <br />Raton Creek Mine, Your file No. C-82-055 <br />Dear Kent: <br />MAR 22 2000 <br />Division of Minerals d Geology <br />Following are EFMC's responses to the Division's adequacy review dated January 11, 2000. <br />These responses, along with accompanying revised text and figures, are intended to resolve <br />any remaining issues pertaining to the minor revision. <br />The first adequacy comment, regarding fertilizer rate, concerns the CSU recommended rate <br />as compared to the applied rate. EFMC applied the 20-20-10 fertilizer at a rate of 200 lbs. <br />per acre as recommended by both the agricultural supply companies in Canon City and <br />Trinidad. EFMC will modify the rate shown on page 48S to match the actual rate applied. <br />This revision now proposes to apply 30 lb/acre of phosphate fertilizer during the spring of <br />2000. This additional fertilizer application, along with the manure application, will provide <br />sufficient nutrients to the soil. <br />In addition to the fertilizer application mentioned above, EFMC proposes to incorporate <br />manure in the soil by plowing to a depth of approximately 5 inches. Following this, seed will <br />be both broadcast and drilled on the area. Along-stemmed hay will then be spread on the <br />area and crimped into the surface. Finally, closed contour furrows will be re-established on <br />the area to mitigate further riling. Detailed information about rates and methods for the above <br />are shown on the revised Reclamation Timetable, included with these responses for placement <br />in the permit application. <br />As discussed in our meeting on March 10, 2000, EFMC proposes to perform the above work <br />on the 'non-topsoiled' area to the west of the new refuse ditch extension. Vegetation on the <br />slope area to the south of the ditch, on the west-facing slope, is adequately controlling erosion <br />at this time. In addition, EFMC proposes to do the work west of the ditch on the entire slope <br />area rather than in alternate strips. The total area encompasses approximately 3.4 acres, as <br />shown on the accompanying map: Figure 3, Inter-seeding, Soil Amendment, and Contour <br />Furrows Location Map. <br /> <br />
