Powell
Date: May 17, 1999
Re: Arkins Park Stone Corporation (Neil and Arlis Sprague) Mine Permit
Application -Special Review SU99-04.
Honorable Citizen,:
This memo is in regards to the permit application submitted by Adis Sprague for the
Arkins Park Stone Corporation (Arkins) on 23 February ] 999. After careful
examination of the information contained within the appGcatioq I have identified
several significant issues that were either excluded from discussion or were grossly
inadequately addressed. The applicants do not address the fotlowing issues; and until
they have been thoroughly addressed and responses have been made available to the
citizens of Lyons and Boulder County, an issuance of a 112 Mining Permit can not
be made.
I am employed as a consultant by several large mining corporations to ensure that
environmental compliance occurs and the health of the community and the
environment is protected. The Colorado Division of Mining and Geology must hold
all mine applications to the same degree of scrutiny and must allow the public the
opportunity to comment prior to the issuance of any applications.
Issues:
No Mine Plan - No discussion of a mine plan is made within the conversion
application. VJithout a mine plan no citizen or the Colorado Division of Mining
and Geology can make an educated evaluation of the effects the increased mining
operations would have on the environment or the community.
