Long Division D~reclor The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, Paragraph 4, of the Colorado Revised Statutes, that on May 14, 1999, an application to revise coal mining operations at the Colowyo Coal Mine was considered complete for the purposes of filing. The revision was submitted by Colowyo Coal Company L. P.. All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. This proposed technical revision provides for increasing the size of the West Pit box cut from 40 to approximately 45 million cubic yards and revising post-mining topography of [he West Pit ftll. The revision to the post-mining topography of the fill allows for reducing the steepness of west facing slopes of areas near the fill (towards the East Taylor drainage), and the placement of an additional 3,960,000 (to that already permitted) loose cubic yards of spoil from mining activities in the West Pit. The revision includes slight rerouting and steepening of a permanent drainage off the reclaimed fill and steepening of approximately 1500 feet of the intermittent East Taylor drainage from that currently permitted in the reclamation plan. The revision expands the footprint of the spoil pile by approximately ll acres onto adjacent areas previously approved for disturbance. The surface coal mining operation is on land located approximately 28 miles south of Craig. The permit area is further described as follows: All or portions of Sections 2, 3, 4, 8, 9, ]0, 11, 14, l5, 16, 17, 20, 21 and T3N, R93W; and Sections 13, I5, 22, 23, 24, 26, 27, 28, 33 and 34, T4N, R93W; 6th Prime Meridian. The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle maps of Axial and Ninemile Gap. The above-referenced technical revision application would incorporate no additional lands into the permit area or permit additonal areas of disturbance to that already permitted for disturbance. Therefore, portions of the application, including a mine plan map, are not enclosed. I[ does alter previously approved permit conditions or mitigation measures, as described above.
