w <br />Marr Strip Mine C-30-006 <br />Marr Pit: Phase I Release of Liability (SL-3) <br />Inspection :September 12, ?001; 11:00 am - 1:45 pm <br />Weather: cool, breezy; ground dry. <br />Attendees: Colo DMG: Sandy Brown. Jim iVlossman <br />Consultant (Montgomery Watson): Jay James <br />BLM was informed of the inspection but elected not to attend. <br />This inspection was not scheduled as part of the annual Performance Plan, but rather was <br />undertaken because of the need to concur on bond releases involving Federal Lands. Hence under the <br />policy of OSM's Western Region, this inspection was to review reclamation to determine whether it is <br />consistent with the mining plan for Federal non-SMCRA issues. <br />The area included in this release is not Federal land; all BLM mineral and surface are located <br />North of this release area. <br />This part of the mine (the Marr Pit) was backfilled & graded prior to initiation of the Colorado <br />regulatory program; hence no bond was required for this area of land. No monies are requested for <br />release, but only reclamation liability. <br />The release area was walked. AOC has been restored, and no evidence of settling along any <br />of [he highwall areas was observed. Al] runoff is directed to Ponds D & E. There was a small area <br />along the East road shoulder (where the road crosses the ridge N of Pond D) where runoff would <br />reach Pond E only by traversing an unaffected area. However, it is possible that this area had only haul <br />road disturbance; in any case, the affected area iswell-vegetated, and no sediment is being deposited <br />on the unaffected area. <br />
