Box 591 mrthaelB Long <br />Somerset, CO 81434 olr le lnn Dne~uv <br />RE: Minor Revision No. 115; West Elk Mine; File No. C-80-007 <br />Dear Mr. Barbe; <br />The Division proposes to approve Mountain Coal Company's <br />application for a minor revision to temporary align culvert C2R-1. <br />This culvert is one of the inlets to MB-2R. Per our conversation <br />of March 3, 1994, you stated the culvert has been installed in <br />approximately the same location as shown on Drawing G-105, but the <br />outlet of the culvert is at an elevation of 6116 feet. The <br />installation of a 36-inch culvert exceeds the required design <br />approved in Exhibit 66 of 30-inches. As per the certification <br />provided by Stephen Kessler of Industrial Systems, Inc., the <br />elevation of the culvert is above the detention storage elevation <br />of 6114.75 feet. The amount of storage at this elevation is <br />greater than the storage required for the 10-year, 25-year, and <br />100-year 24-hour events. <br />As expressed in our phone conversations, the Division strongly <br />recommends that this measure to divert water into MB-2R be very <br />temporary, and the final construction work on the road and ditch, <br />D2-R1, be completed as soon as conditions allow. The Division <br />should be provided with a final certification of MB-2R once this <br />construction work is concluded. <br />Please call if you have any questions. <br />ly, <br />Christine E.
