2.05.4 RECLAMATION PLAN <br />EFMC subtnitted a notice of permanent cessation for the Raton Creek Mine to the Division on <br />November 19, 1991. Following permanent cessation of operations, EFMC has permanently sealed all <br />mine portals, according to the procedures outlined in Section 2.05.4 (2)(p~ of this permit application, a <br />majority of the surface facilities have been dismantled and stored at the site, and the facilities disturbed <br />azea east of the prep plant foundation has been backfilled and graded according to Section 2.05.4 (2)(c) of <br />this permit application. <br />Redamadon of the site in its current con5guradon will include of the following actinides: <br />• Removal of the remaining structures (except for the structures which will remain at the <br />request of the land owner) <br />• Backfilling and regrading of the remaining highwall in the Mine 2 portal area. <br />• Topsoil replacement <br />• Soil preparation and revegetation of the mine disturbance azea <br />The proposed reclamation activities will result in the proposed post-mining configuration shown on Map <br />17, Post-mining Topography and Figure 17-1, Redamadon Project 2 Plan. <br />At the request of the landowner the following facilities will remain: <br />• Sediment Pond (to be modified for use as a permanent stock-watering pond) <br />• Prepazadon plant foundation <br />• Concrete building adjacent to prep plant foundation <br />• Shop Building <br />• Access Road <br />• Pond Light Use Road <br />• Water Tanks <br />• Gazage and adjacent concrete pads (2) <br />All ocher remaining facilities will be dismantled and removed. All remaining concrete foundations will be <br />broken up and disposed of on site. Fox locations of facilities that will remain refer to Map 17, Post- <br />mining Topography and Figure 17-1, Reclamation Project 2 Plan. <br />The existing pond will remain as a permanent structure. Once vegetation is established in the <br />reclaimed areas, and all regulatory requirements are met, the emergency spillway will be lowered to <br />6,346 feet. The final pond capacity will total 1.8 acre feet assuming a sediment level of 6,341 feet. To <br />increase the ponds dead storage, EFMC will add 2.9 feet to the primary spillway (flinch riser) to bring <br />the invert elevation up to 6345 feet. <br />Watershed Diversion Ditches 1 and 2, which run along the northern edge of the refuse pile, will remain <br />with the exception of Section C of Ditch 1. This section will be eliminated allowing the ditch to run in <br />the natural drainage and discharge directly into the permanent stock pond. Designs for these channels <br />can be found in Section 2.05.3(4) of the Permit. Post Mining Ditch (PMD) No. 1, Refuse Ditch 1, and <br />Mine Access Road Diversion Ditches will remain. Watershed Diversion Ditches (WDD) 3, 4, and 5 <br />and Refuse Ditch 2 will be reclaimed. Following removal of WDD 3 and 4, PMD 2, 3, and 4 will be <br />constructed. <br />The following summazizes disturbance area acreages corresponding to the revised reclamation plan: <br />PR-04 482R Revised 02/03 <br />
