1 ~ <br />'~ <br />Lift thicknesses, material consistencies and placement procedures appear to be in <br />compliance with Terra Matrix re-evaluated stability analysis. The "proof-rolling" <br />compaction observation was subservient in that no excessive deflection was <br />detected. <br />Minor erosion channels were observed in several slopes on the active pile and <br />evidence of hay bales installed to check erosion on the steep slopes of the <br />reclaimed pile appear to have functioned well. The erosion channel along the <br />north face of the reclaimed pile that had been noted and flagged with orange <br />flagging at the previous inspections has not yet been repaired; recommend <br />installation of hay bale to eliminate further erosion. <br />Vegetation on the reclaimed face appeared to be in good condition, although <br />dormant at this inspection. The very top of the active pile was being covered with <br />soil in anticipation of being reclaimed as well as a section on the northwesterly <br />slope; the area westerly of the existing pile has been expanded and the first layer of <br />fines and course material have been placed. <br />Information provided by EFCI estimated that 30,570 tons of refuse material has <br />been placed on 2.25 acres in the "newer" southwest section of the pile. Review and <br />discussion of compaction testing and test results from the proof-rolling observation <br />confirmed that compaction was being achieved. <br />A summary of my comments and recommendations for this quarterly inspection <br />include continuous monitoring of lift thickness and materials consistency and any erosion <br />damage, placement of hay bale at noted erosion channel, monitoring and recording of <br />seeps and provide an updated estimate of the rate of material deposition. <br />To the best of my knowledge, based upon my professional expertise, the <br />permanent coal refuse stockpile at the Southfield Mine is being constructed in <br />conformance with the prudent state-of--the-art of earthen embankment construction. <br />I hereby certify, based upon my field observations and professional investigations, <br />as detailed here above, that the permanent coal refuse stockpile at Energy Fuel Coal, <br />Incorporated's Southfield Mine, located in Fremont County, Colorado, is being <br />constructed and maintained in compliance with the approved refuse disposal pla~~ of the <br />Colorado Mined Land Reclamation Division. <br />
