6.0 EXHIBIT E -RECLAMATION PLAN <br />6.1 Post-Mining Land Use <br />The currently permitted post-mining land use is pastureland. However, this shape of the <br />post-mining land use was determined upon two erroneous assumptions: <br />1) That all of the material mined could be profitably sold into the market place. <br />2) That the deposit contained sufficient overburden top soil to reclaim the resulting flat <br />landform. <br />This amendment requests that the shape of the post-mining land use be changed from the <br />current flat configuration to a geographic feature that generally resembles the original cinder <br />cone, only lower in elevation. This will leave a future potential resource in the same geographic <br />area as it naturally occurred, should market conditions change in the future. Since the material <br />being mined is on a State Land Board section, this will also preserve the State Land Board's <br />potential to earn income off of the remaining material should future market conditions change. <br />The accompanying reclamation plan map assumes that the approximately 1 million tons will all <br />be mined, should economics dictate that this is not the case, the final reclamation will consist of <br />approximating the cinder cone only on the area actually mined and disturbed. Furthermore, due <br />to the miss-identification of a clay cap as overburden top soil, there isn't sufficient <br />overburden/top soil present to cover the deposit and therefore, reclamation will be consist of <br />reshaping the replaced material into gently rolling slopes and hummocks that generally resemble <br />the original shape of the cinder cone. The existing "overburden/top soil" contained on the west <br />and northwest sides of the deposit will be placed over a portion of the reshaped land feature and <br />reseeded with the seed mixture specified in the existing permit. <br />6.2 Reclamation Measures -Materials Handling <br />There are no changes to the existing permit for this sub-heading. <br />6.3 Water <br />There are no changes to the existing permit for this sub-heading. <br />6.4 Wildlife <br />There aze no changes to the existing permit for this sub-heading. <br />6.5 Topsoiling <br />As referenced in pazagraph 6.1 above, there isn't sufficient overburden top soil present on <br />the site to completely cover the reclaimed surface. The existing overburden/top soil will be <br />placed on as much of the reclaimed surface as it can reasonably cover and the entire reclaimed <br />surface reseeded per the existing permit. <br />
